PDF Tools groups browser-based utilities for assembling, extracting, converting and lightly editing PDF files without installing a desktop application. Merge, Split, Rotate and Page Extractor handle page-level changes; Images to PDF, JPG to PDF and PDF to JPG cover image conversion; Edit PDF and Sign PDF add visible content; OCR PDF extracts text from scans. Each tool has a narrow job and processes the document locally in the browser rather than uploading it to a remote conversion service.
Which tool should I use?
- Use Merge to combine documents, Split to create several outputs from one PDF, and Page Extractor when you need one new PDF containing only selected pages.
- Use Rotate for orientation changes, PDF to JPG for page images, and OCR PDF when the goal is readable text rather than pictures.
- Use Edit PDF for visible additions and Sign PDF for placing a signature image; neither should be treated as secure redaction or a certified signing workflow.
Limitations and things to know
- Browser processing is subject to file-size, page-count and memory limits, and encrypted or password-protected PDFs may be rejected.
- Visual overlays are not secure redaction, and a placed signature image does not provide identity verification or a cryptographic certificate.
- OCR accuracy depends on scan quality and language, while PDF-to-image conversion flattens text and links into pixels.
